Kensington-Cedar Cottage CityPlan Committee Meeting

1) LiveSmart - Mark Hartman from the Sustainability Office

Mark Hartman of the sustainability group presented information on the city’s “One Day” program, and the financial benefits to taking advantage of the province's LiveSmartBC home energy efficiency refunds. Mark noted that CoV now has North America's highest green building standards for RS zones.

2) Redevelopment under the existing zoning of the MC-1 area near the Victoria Diversion

Next, Keith Hemphill made a courtesy call with Cressey Developer rep Tracy Chong to describe a new residential/commercial development planned for MC1-zoned land west of Victoria Diversion. Questions and discussion took place with the group about future density, possible uses of commercial space, loss of M-zoned use and long-term future of this transit corridor. 3) Discussion on RT10/RM1 zoning tour

Group felt that RT10 properties were a “work in progress” and showed signs of promise. Comment about the size of the infill on East 20th home with laneway house was that it did appear very large.

RM1 property on Knight Street was seen universally by the group as a disappointment, largely because of the poor landscape treatment. Group unanimously endorsed the following resolution: “The KCC Visions Implementation Group resolves that the CityPlan Committee urges the City of Vancouver to revisit and make recommendations for the RM-1 Zoning (as applied at the property on 28th & Knight), to ensure more permeability, greenery, less surface parking, and more livable space.”

4) MOBY - Short status update

Everyone is happy with change of committee members.

5) 4550 Fraser

Anne/Mike led discussions on this new development. Anne raised concerns about the C2-zoned apartment units (78 total) being removed from Vancouver’s dwindling affordable rental stock. Mike described that the building will be bringing in nearly twice as many units as currently exist on the property, and will bring new families (to help bolster declining school enrollment) and much needed walkable amenities (grocery and drug store, plus bank). Committee decided to make the following 2 recommendations:

  • KCC VIG resolves that the C2 zoned property be considered by staff for inclusion in the city’s Rate of Change by-law.
  • KCC VIG expresses its concern about the loss of affordable rental property at 4550 Fraser.

6) A new chair was agreed on - Peter Eller

KCC VIG will meet again on November 6th for the sole purpose of preparing for the PanVisions meeting on Nov. 18th.

NEW BUSINESS

Peter W. would like a status on the street improvements for 3300-block Windsor (adjacent to Dickens School) promised as part of the Kingsway/Knight redevelopment.
