First Shaughnessy Advisory Design Panel

Introduction

Early in the twentieth century the Canadian Pacific Railway, Vancouver’s largest landowner and real estate developer at the time, developed a tract of its forest at the edge of the City into a neighbourhood that reflected the wealth and status of the residents. In 1982, to preserve the area’s pre-1940 estate image and single-family character while allowing change, the First Shaughnessy Official Development Plan (pdf, 59 kb) was enacted and Design Guidelines (pdf, 1.02 mb) approved by Council.

The Panel is an advisory body authorized to make recommendations regarding development matters to Council, the Development Permit Board or the Director of Planning. It does not have the authority to approve or refuse projects or make policy decisions. Its Terms of Reference are given in Appendix A of the Guidelines and were reviewed and updated in 1994 and 2001. The First Shaughnessy Heritage Inventory, an inventory of pre-1940 buildings, is given in Appendix B. Many of the buildings within this inventory have also been evaluated as meriting inclusion onto the Vancouver Heritage Register (pdf, 355 kb). A Walking Tour of the First Shaughnessy District, complete with map and photographs, is available through the Heritage Conservation Program.

Panel Members

The Panel is composed of fourteen members and includes:

  • 4 representatives of the Shaughnessy Heights Property Owner’s Association;
  • 4 representatives of the resident members-at-large (current residents of First Shaughnessy);
  • 2 representatives from the Architectural Institute of B.C.;
  • 2 representatives from the B.C. Society of Landscape Architects;
  • 1 representative of the Heritage Advisory Committee; and
  • 1 representative from the Real Estate Board of Greater Vancouver.

Panel members are appointed by City Council for a two-year term and serve without remuneration. A resident appointee who is the current Chair of the First Shaughnessy Advisory Design Panel may be reappointed by Council to a third term of two years.

To volunteer on this or any other civic agency, please refer to the City Clerk’s Department for eligibility requirements and membership applications.

Meetings

Panel meetings are held every three weeks throughout the year with special meetings convened when necessary. The meetings are typically held on Thursdays at 4:00 p.m. in Committee Room #2 on the third floor, City Hall. Meeting dates and Minutes are available from the City Clerk’s web site.

Material must be received by 1:00 p.m., nine days in advance of the meeting for review and distribution to the Panel.
