Neighbourhood Centres

The eight Community Visions completed for Kensington-Cedar Cottage (KCC), Dunbar, Victoria-Fraserview-Killarney (VFK), Sunset, Renfrew-Collingwood (R-C), Hastings-Sunrise (H-S), Arbutus Ridge/Kerrisdale/Shaughnessy (ARKS), and Riley Park/South Cambie (RPSC) all contain directions for improvements to their key shopping areas and directions for new housing types in various locations. Together, these directions address the provision for “neighbourhood centres” first described in CityPlan. Neighbourhood Centres are where shopping, services and new housing come together.

The Terms of Reference PDF(103kb) and resources to undertake the implementation of Neighbourhood Centres Programs were approved by Council in June 2002. The first neighbourhood centre to be implemented was the Kingsway and Knight Neighbourhood Centre. Council adopted a housing area and public realm plan for Kingsway and Knight in July 2004 after a two year public consultation program. Construction of the public realm improvements is underway with completion slated for Spring 2006. The rezoning of the Kingsway and Knight Housing Area to the new RT-10 and RM-1 zones was approved in October 2005.

The second neighbourhood centre to be implemented is the Norquay Village Neighbourhood Centre in Renfrew-Collingwood (R-C). The program started with a “Kick off” public open house on Saturday, March 25, 2006 at Renfrew Park Community Centre. The planning process for Norquay Village continues so that feedback received from the community can be addressed in the neighbourhood plan proposal.
