NSDA Architects has applied to the City of Vancouver to rezone 675-691 East Broadway from C-2C (Commercial) District to CD-1 (Comprehensive Development) District. The proposal includes an 11-storey building with commercial space at-grade on East Broadway; Broadway Youth Resource Centre on the first and second floors; 103 social housing units; and 24 market rental dwelling units. The development statistics associated with this application are:

    • Gross Floor Area: approx. 106,727 sq. ft. (9,915 sq. m)
    • Total Dwelling Units: 127 units
    • Floor Space Ratio (FSR): 3.66
    • Building Height: approx. 133 ft. (40.4 m)
    • Vehicle parking spaces: 46 spaces
    • Loading spaces: 2 spaces

This application was approved by Council at a Regular Council Meeting on July 20, 2010.

On June 22, 2010, Council concluded Items 1 to 7, and due to time constraints, referred this item to Thursday, June 24, 2010, in order to continue hearing from speakers. Subsequently, on June 24, 2010, Council continued hearing from speakers and due to time constraints, recessed and reconvened on Tuesday, July 6, 2010. Council heard from all speakers on this item and referred discussion and decision to the next Regular Council meeting on July 20, 2010, as Unfinished Business.

Special explanatory note regarding design change: To address the proposed building scale, relationship and integration of the building massing with the neighbouring context, the building is to be reduced to eight storeys.
