Unsolicited proposals

The unsolicited proposal process (374 KB) establishes parameters for the submission and evaluation of unsolicited proposals in a fair and transparent manner that makes sure the public and the Park Board get the  best value.

The Vancouver Board of Parks and Recreation welcomes unsolicited proposals from private businesses, non-profit organizations, and individuals who have innovative ideas with sound business fundamentals that provide benefit to the community. 

An unsolicited proposal is:

  • A proposal for a new or innovative service or initiative
  • Independently submitted by the proposer to the Park Board for contract consideration
  • Not in response to a request for proposals or other Park Board-initiated programs, such as sponsorships or donations
