Vancouver Police Department (VPD) Victim Services Unit 

If you are a victim, a family member, or you witnessed the incident, please contact the VPD Victim Services Unit. The Victim Services Unit staff are not police officers, but civilian professionals with specialized training in supporting those impacted by crime, victimization, and trauma.

They provide long term case management services, including:

• Emotional support and crisis intervention.
• Information regarding the police investigative process.
• Assistance with funeral planning, repatriation, and next steps following a death.
• Access to Provincial programs such as the Crime Victim Assistance Program (CVAP) and ICBC, as well as other designated sources of financial aid.
• Practical assistance including completing forms related to eligible benefits and programs.
• Referrals to other community resources including bereavement support, counseling, cultural support, and practical aid.
• Liaising with government, justice, and community partners including the BC Prosecution Service.
• Information regarding the criminal justice system, and support through the court process including accompaniment to justice related proceedings and the assistance of our Accredited Facility Dog, Sydney.

ICBC has put together a dedicated team and resources for victims, witnesses, and family members of those impacted by this event.

In response to the tragic incident on April 26 following the Lapu Lapu Block party, United Way British Columbia and Filipino BC have established the Kapwa Strong Fund to support those affected. 100% of donations will provide immediate and long-term assistance, including mental health services, trauma counseling, essential needs, and community-led healing initiatives.

Temporary memorial locations

To support respectful spaces for remembrance, the local neighbourhood’s path to healing, and safe and accessible streets and sidewalks, we are carefully consolidating the temporary memorial sites into 2 temporary locations:

• E 43rd Ave and Fraser St 
• Mountain View Cemetery 

Update on temporary memorial items

• Items including cards, signs, and teddy bears have been moved to a new temporary memorial at Mountain View Cemetery or stored off-site. 
• Fresh flowers have been moved to E 43rd Ave and Fraser St.
• Items that are perishable and have dried or wilted have been gently removed and composted. 
• Items that may present a safety risk will be safely recycled or disposed. 

We will maintain a schedule of care at the temporary E 43rd Ave and Fraser St site in close coordination with Victim Services and community groups. We are making sure memorial spaces, nearby pathways, and sidewalks are safe, clean, and accessible. Memorial offerings are removed with care only when required to maintain public safety or access. 

You are welcome to bring your items to the temporary memorial at Mountain View Cemetery, with the exception of candles or glass objects.  

Help keep the temporary memorials safe and accessible for all

• Keep the sidewalks and streets clear for others to pass safely.
• Avoid leaving larger items.
• Extinguish open flames or candles before leaving the site and take away with you — they pose a serious fire risk. Candles or glass objects are not permitted at Mountain View Cemetery.
• Flameless candles are preferred.
• Please do not disturb items left by others.
• Share the space with others.

We’re aware of the interest in a permanent memorial to honour those who lost their lives. Discussions will prioritize the wishes of the families who lost loved ones in the incident. We will provide updates on this in due course.

The condolence book is now closed. All messages received will be respectfully bound into a commemorative book and presented to the community.
