The Broadway Plan is a comprehensive plan to guide growth, positive change, and the delivery of public amenities in the areas around the Broadway Subway.
It is estimated that the Plan will create capacity for up to 64,000 additional residents and 45,000 additional jobs and will be implemented over time, through:
- Development proposals by landowners in the Broadway Plan area
- City-initiated zoning amendments
- Public amenities and infrastructure projects
- Policy additions or amendments as needed
The vision is for the Broadway Plan neighbourhoods to be highly walkable, vibrant, inclusive with distinctive places to live, work, play and learn, connected to the region by the Broadway Subway.
Over the next 30 years, the Broadway Plan (2022) offers significant opportunities to integrate:
- Additional housing and job space
- New shops and services
- Amenities close to high-quality rapid transit
These opportunities will create complete, inclusive, and affordable transit-oriented neighbourhoods.
Broadway study area
The Broadway Plan covers a significant area within Vancouver, bounded by Vine Street to Clark Drive and 1st Avenue to 16th Avenue. This includes parts of the Kitsilano, Fairview, and Mount Pleasant neighbourhoods.

What's happeningFirst Broadway Plan implementation update now available
In May 2026, we published our first Broadway Plan implementation update. The report provides an update on progress toward delivery of the Plan’s objectives.
Since the Plan came into effect in 2022, there has been steady progress on implementation. Highlights include:
- Over 8,400 net-new homes approved, including more than 1,750 social and below-market rental units.
- Over 1.9 million square feet of employment space approved.
- Active transportation and public space improvements, including delivery of new greenways, new and expanded park space, and new permanent plazas.
We will continue to monitor and report on progress on a regular basis throughout the life of the plan.

Zoning changes in some areas of the Broadway Plan
On October 7, 2025, Council approved rezoning of some areas within the Broadway Plan to new low-rise, mid-rise, and high-rise residential district schedules.
These zoning changes will:
- Implement Council-approved policy
- Help streamline the delivery of housing through standardized regulations and a simplified development process.
