Below-market rental housing

What you need to know

Below-market rental housing is:

  • Mainly built and managed by private developers but can also be provided by non-profits or government organizations
  • Purpose-built rental housing with permanently-secured maximum rents set at a discount to the city-wide average, based on the annual CMHC Rental Market Report
  • Intended for renters who may not qualify for non-market housing but can't afford market rents
  • Subject to maximum income and household size eligibility requirements and residency requirements
  • Delivered in new apartment buildings that also include market rental homes
  • Provided through incentives such as increased height and density

You can find more details on current below-market rents and tenant eligibility criteria in the Rental Incentive Programs Bulletin (345 KB).
