What you need to know
Below-market rental housing is:
- Mainly built and managed by private developers but can also be provided by non-profits or government organizations
- Purpose-built rental housing with permanently-secured maximum rents set at a discount to the city-wide average, based on the annual CMHC Rental Market Report External website, opens in new tab
- Intended for renters who may not qualify for non-market housing but can't afford market rents
- Subject to maximum income and household size eligibility requirements and residency requirements
- Delivered in new apartment buildings that also include market rental homes
- Provided through incentives such as increased height and density
