We're dedicated to addressing the City's housing needs through innovative and strategic development of both non-market and market rental housing through the Vancouver Housing Development Office (VHDO).

The Vancouver Housing Development Office (VHDO) was established at the direction of Council to centralize housing delivery (265 KB). In addition to non-market rental housing, the VHDO will focus on partnering and investing in the development of market-rental housing on City-owned property. 

Commitment to housing

We are committed to building 83,000 new homes over the next decade. This initiative is crucial to maintaining a vibrant and diverse city. 

The VHDO’s efforts are part of the broader Housing Vancouver Strategy, aimed at creating the right supply of housing for all residents. By partnering with provincial and federal governments and local partners, we aim to utilize City land for housing solutions, ensuring a sustainable and inclusive future for Vancouver.

Key initiatives

What's happeningPacific and Hornby Street rezoning application

In November 2024, we submitted a rezoning application for the City-owned property at Pacific Street and Hornby Street. This is a key redevelopment site under the Rental Housing on City-owned Land – Public Benefits Pilot Rezoning Policy (179 KB).  

The proposed 54 and 40-storey building could provide up to 1,136 market rental homes, including a mix of studio, one-bedroom, two-bedroom, and three-bedroom units, offering a variety of options to meet the needs of Vancouver residents.
