How a local improvement proceeds

  1. Petition request

  When: throughout the year

  2. Petition

  Duration: up to 4 months
  When: throughout the year

  After a petition is issued, the petitioner canvases the local owners to gather signatures in support of the proposed improvement.

  Successful petitions contain signatures from at least two-thirds of the affected property owners (representing at least 50% of the properties assessed values).

  3. Petition certification and processing

  Duration: up to 4 months
  When: throughout the year

  Return the completed petition. The petitioner will be notified by letter if the petition is successful.

  Only successful petitions will be advanced to the Court of Revision and Special Council meeting, for approval of the proposed improvement.

  4. Court of Revision

  Duration: 1 day
  When: typically June or November

  Await Council approval at a Court of Revision and Special Council meeting.

  Affected property owners will be invited to this meeting and given an opportunity to voice their concern or support for the project.

  Council approval allows construction to proceed.

  5. Construction

  Duration: varies by project type
  When: summer to fall

  Construction of the project will proceed as soon as practical, given constraints such as weather and resources. The construction window is usually summer to fall of the following Council approval.

  When the date approaches, we will notify property owners.

• 

  6. Payment

  Duration: 1 time or scheduled installments
  When: March after construction

  After the improvement construction is completed, owners will be billed a single amount the following March.

  Property owners can choose to pay the single amount or have annual installments added to their property taxes. The amortization period varies by project type.
