Margaret Wittgens assumed the role of General Manager of Arts, Culture and Community Services in January, 2024. In this role she oversees a diverse portfolio of policies, programs, and services related to cultural and social development that advance the City’s priorities to create equitable, safe, welcoming, and healthy communities where all people can thrive.

She joined the City in 2016 as its first Director of Public Space and Street Use in Engineering and subsequently served as a Deputy General Manager of Engineering Services from 2019 to 2023 where she focused on transportation, public space, and large strategic and planning initiatives.  

Prior to joining the City, Margaret worked at TransLink as the Director of System Planning and in other senior planning roles. She holds a Master of Arts (Planning) from the University of British Columbia and Bachelor of Arts and Science (Political Science) from McMaster University. She was born and raised in Antigonish, Nova Scotia, the ancestral and unceded territory of the Mi'kmaq People.
