In March 2025, we submitted a rezoning application for the City-owned site at Main Street and Quebec Street. This is another key project under the Rental Housing on City-owned Land – Public Benefits Pilot Rezoning Policy PDF file (179 KB).
The proposed rezoning will allow for a mixed-use development featuring a 42-storey tower and a 25-storey tower, providing 780 rental units and a commercial space on the ground floor.

Pacific and Hornby Street rezoning application
In November 2024, we submitted a rezoning application for the City-owned property at Pacific Street and Hornby Street. This is a key redevelopment site under the Rental Housing on City-owned Land – Public Benefits Pilot Rezoning Policy PDF file (179 KB).
The proposed 54 and 40-storey building could provide up to 1,136 market rental homes, including a mix of studio, one-bedroom, two-bedroom, and three-bedroom units, offering a variety of options to meet the needs of Vancouver residents.
Public Benefits Pilot Rezoning Policy
The Rental Housing on City-owned Land – Public Benefits Pilot Rezoning Policy PDF file (179 KB) allows the delivery of market rental housing on City land while piloting a new way to generate non-tax revenue for the City.
The policy allows the Vancouver Housing Development Office (VHDO) to bring up to five rezoning applications for consideration by Council.
