Rezoning applications for market rental housing on City-owned land

  2400 Kingsway

  In July 2025, we submitted a rezoning application for the City-owned site at 2400 Kingsway. This is another key project under the Rental Housing on City-owned Land – Public Benefits Pilot Rezoning Policy PDF file (179 KB).  

  The proposed rezoning will allow for a mixed-use development with:

  • A new neighbourhood house
  • A childcare facility
  • A public plaza
  • Ground-floor commercial space
  • 863 market rental units across four residential towers (18 to 28 storeys)

  Main and Quebec Street

  In March 2025, we submitted a rezoning application for the City-owned site at Main Street and Quebec Street. This is another key project under the Rental Housing on City-owned Land – Public Benefits Pilot Rezoning Policy PDF file (179 KB).  

  The proposed rezoning will allow for a mixed-use development with:

  • A 42-storey tower and a 25-storey tower, including 780 rental units
  • Commercial space on the ground floor

  Pacific and Hornby Street

  In November 2024, we submitted a rezoning application for the City-owned property at Pacific Street and Hornby Street. This is a key redevelopment site under the Rental Housing on City-owned Land – Public Benefits Pilot Rezoning Policy PDF file (179 KB).  

  The proposed development could provide up to 1,136 market rental homes, offering a variety of housing options to meet the needs of Vancouver residents. The proposal includes:

  • Two residential towers: 54 and 40 storeys
  • A mix of studio, 1-bedroom, 2-bedroom, and 3-bedroom units
