  Leash laws in Vancouver

  All dog owners in Vancouver must follow Animal Control By-law 9150. This means:

  • Your dog must have a valid licence
  • Your dog must be under control at all times
  • Dogs are not allowed to run free in public spaces, except in one of the our 39 designated off-leash areas

  Using a leash is a simple and powerful way to protect your dog, others, and the environment. It’s also the law.

  Why leashing matters

  Even the most obedient dogs can act unpredictably. A leash is your best tool for having safety and harmony in public spaces. 

  Protects your dog

  • Prevents your dog from running into traffic or getting lost.
  • Reduces the risk of attacks from aggressive animals or wildlife.
  • Keeps your dog safe from hazards in unfamiliar environments.

  Protects people and other animals

  • Prevents your dog from jumping on children or knocking over seniors.
  • Avoids injuries caused by digging or running on sports fields and bike paths.
  • Helps avoid conflicts with reactive or fearful dogs.

  Prevents unwanted interactions

  • Not everyone is comfortable around dogs—some people have allergies, fears, or phobias (like cynophobia).
  • A leashed dog respects others’ space and comfort.

  Protects wildlife and the environment

  • Off-leash dogs may chase or harm wildlife.
  • They can damage sensitive ecosystems and disturb nesting areas.
  • Unseen poop is a problem: Off-leash dogs sometimes relieve themselves without the owner noticing—leaving waste behind, which pollutes parks and trails.

  Supports training and control

  • A leash reinforces commands and good behaviour.
  • It builds trust and helps your dog stay focused in distracting environments.

  It’s the law

  • Dogs must be leashed in all public areas unless in a designated off-leash zone.
  • Leashes must be no longer than 2.5 metres—most retractable leashes are not allowed.
  • You must hold the leash at all times—tying your dog to a pole or bike rack is not permitted.
  • Fines for violations range from $250 to $10,000.

  Licence your dog

  Dogs three months and older must have a dog licence for identification. There are many benefits to getting your dog licensed:

  • 97% of licensed lost dogs are returned to their owner.
  • If we pick up your lost dog, they will get a free ride home, once per calendar year.
  • Your licence fee helps our shelter care for lost and injured animals, and supports pet adoption services.
  • Your dog is added to the Emergency Pet Registry so emergency responders know to look for your dog in a disaster.
  • Statistics collected from licensing help assess the need for dog facilities and services, like off-leash dog parks.
  • Licensing allows Animal Control Officers to respond to emergency calls of hurt or stray animals, educate the public, and enforce the by-laws.
  • Licensing your dog is a legal form of ownership and shows that you are a responsible pet owner.

  Know your responsibilities under the Animal Control By-law

  Under section 4 of the by-law, you are required to keep your dog under your control at all times. You cannot allow your dog to run free on the street or in any other public place other than one of our 36 dog off-leash areas. 

  Your dog must be kept on a leash no more than 2.5 metres (8 feet) long. You must be holding on to the leash. Leashing your dog to a pole or bike rack is illegal.

  Visit the veterinarian regularly

  Take your dog for regular checkups and ask questions about your dog's diet, behaviour, and activity level. Ensure your dog stays up to date with vaccinations.

  Spay or neuter your dog to prevent accidental breeding.

  Exercise your dog

  Keep your dog healthy by taking daily walks. Pick out appropriate equipment including a collar, leash, and toys. The collar should be loose enough to fit two fingers between the collar and the dog's neck.

  Teach your dog basic obedience

  To make for a well behaved dog, teach your dog basic commands such as sit, stay, come, and down. Socialize your dog with different people and settings.
