The Vancouver Official Development Plan will set out long-term policy for land use and development city-wide over the next 20 to 30 years and beyond.
Building on the Vancouver Plan
A lot of the work for a city-wide official development plan (ODP) was done for the Vancouver Plan.
The Vancouver ODP will take all the content of the Vancouver Plan, adding only necessary information to satisfy provincial legislation and other required updates.
Creating the Vancouver ODP is a key step in implementing the Vancouver Plan.

We’re currently working to turn the Vancouver Plan into the Vancouver Official Development Plan (ODP).
Approved by City Council in 2022, the Vancouver Plan is a city-wide land use framework. It aims to make Vancouver more livable, affordable, and sustainable. The plan guides the city’s growth over the next 30 years and beyond.
Under new provincial legislation from April 2024, Vancouver must implement a city-wide ODP by-law by June 2026.
Next steps in developing the ODP
- Engaging with First Nations, nearby cities, and government agencies as required by provincial legislation
- Making a draft ODP available for public review in late 2025
- Adopting the final version by June 2026
