Ride-hailing inter-municipal business licence (IMBL)

Ride-hailing companies wanting to operate across municipalities in the Lower Mainland may apply for a ride-hailing IMBL licence if they have a Provincial Transportation Network Services licence.

Get a ride-hailing inter-municipal business licence

Step 1: Review licensing conditions
If you are issued a licence, you will be required to:
- Submit to us the number of new vehicles in your fleet within five days at the end of each month
- Ensure vehicles in your fleet comply with the by-laws and regulations of each participating municipality you operate in
If operating in Vancouver, you must ensure your vehicles adhere to traffic rules, including the curbside and congestion management permit if stopping at a curb in the Metro Core between 7am-7pm.
Step 2: Get a Provincial passenger transportation licence
If you want to operate a ride-hailing [Transportation Network Services (TNS)] business across municipalities throughout the Lower Mainland, you need a:
- Provincial passenger transportation licence from the BC Passenger Transportation Branch
- Ride-hailing inter-municipal passenger directed vehicle licence
Step 3: Apply for a ride-hailing inter-municipal passenger directed vehicle licence and pay fees
The ride-hailing IMBL licence is administered by the City of Vancouver.
