How and when you are billed for your utilities is determined by the following factors:
- The type of utility services that you receive
- If you have a water and sewer meter
- If you live in a strata that has 3 or more strata lots
Access your utility account online
Set up an online account. You will need your access code from your bill.

Single family homes and strata duplexes
Single family homes (with or without a suite or a laneway house) and strata duplexes receive these utilities from us:
- Water
- Sewer
- Solid waste collection (including recycling, garbage, yard trimmings, and food scraps)
Water and sewer charges, as well as solid waste collection charges, will appear as line items on your Property Tax notice.
If your property is measured for water and sewer, you will receive a bill every four months for these services and you will not see a line item on your Property Tax notice for water and sewer.
When to expect your bill
You should receive your bill in March, July, and November, based on meter readings we take at the beginning of February, June, and October.
Typically, commercial, industrial, institutional, and multi-family residential properties have measured utilities. All new single family home and duplex water connections (as of January 2012) will have water and sewer meter service as well.

Strata properties with three or more strata lots
Strata properties that contain three or more strata lots will be billed for utilities to the Owner’s of the Strata Plan.
Charges are billed every four months.
Flat rate charges are billed once a year as an annual utility bill and are due the second business day in July (which is the same date that property taxes are due).
Charges that may be included on the strata’s annual bill include:
- Fire line charges
- Cross connection fees
- Solid waste collection (including recycling, garbage, yard trimmings, and food scraps)
Other properties will be measured for water and sewer every four months.
Flat rate utilities
Flat rate utilities include such things as garbage and yard trimmings carts, recycling, fire line, and cross connection fees.
These are billed once per year, either on the main property tax notice or on a separate annual utility bill.
Your payment for flat rate utilities is always due the second business day in July, the same time the main property tax notice is due.
When flat-rated utility services change after the annual utility bill or main property tax bill, we will recalculate the charges before the next annual bill. This may result in a new bill being issued.
Transfer and Landfill accounts
Transfer and Landfill account holders should receive a bill that is due near the end of each month (approximately 21 days after billing).
Sewer permittee
If you are a sewer permittee, you will be billed every three months.
Neighbourhood Energy Utility accounts
If your property is served by the Southeast False Creek Neighbourhood Energy Utility, you should receive a bill that is due near the end of each month (approximately 21 days after billing).

When you pay metred utilities or your Neighbourhood Energy Utility bill on time, you get a 5% discount.
If you are late paying flat rate utilities, transfer and landfill account balances or sewer account, you are charged a 5% penalty on your outstanding balance.
