Building Board of Appeal

The Building Board of Appeal hears appeals of any decision of the Chief Building Official in respect of:

  • Interpretation of the bylaw
  • Use of new construction methods of or materials
  • Upgrading existing buildings
  • Permitting alternative proposals

Terms of reference

The Building Board of Appeal Bylaw sets out the board's appointment, membership, scope and operation, procedures, and duties.

Meeting frequency

The Board Chairperson schedules meetings as necessary, but not more often than once every two weeks.

Quorum

There must be a minimum number of four members of the board present to make decisions.

Remuneration

Council may establish remuneration for the Board members.

Membership

The board consists of five members appointed by Council, from each of the following societies or associations:

  • One member of the Law Society of British Columbia;
  • One member of the Architectural Institute of British Columbia;
  • One member of Engineers and Geoscientists British Columbia who is a consultant in Fire and Life Safety;
  • Two members of Engineers and Geoscientists British Columbia who are qualified by virtue of their training and experience to provide expertise in the areas of:
    • Structural;
    • Mechanical;
    • Electrical;
    • Building Enclosure;
    • Geotechnical.

Members are appointed for a term of 3 years.

Any member may be removed by a Council resolution passed with at least two-thirds of all its members.
