2026 financing growth update

We are currently working on a comprehensive update to our development contribution tools. This update will:

  • Incorporate updated growth projections and capital programs
  • Recalibrate rates based on economic testing to reflect current market conditions
  • Comply with recent provincial legislation

Development contribution tools under review

  • Development Cost Levies: Consider adding new eligible spending categories (fire, police, and solid waste) and recalibrate rates
  • Amenity Cost Charges: Introduce new tool to fund amenities (for example, community centres, libraries, and other amenities)
  • Density Bonus Zoning: Comply with legislative changes
  • Inclusionary Zoning: Introduce new tool to deliver affordable housing
  • Community Amenity Contribution Policy: Reduce use as new tools are implemented
