Amenity Cost Charges

A new Amenity Cost Charge (ACC) By-law (895 KB) takes effect September 30, 2026, in response to the province introducing additional finance tools.

Most new development in Vancouver is subject to an Amenity Cost Charge (ACC). An ACC is paid by property developers based on floor area as indicated on a development permit.

ACCs help fund City facilities, including:

  • Community and recreation centres
  • Public spaces
  • Arts and culture, social facilities, and public art
  • Libraries
