In May 2026, we released the Anti-Black Racism and Cultural Redress Framework and Action Plan (ABRCR).
The framework and action plan acknowledges the historical and ongoing harms of anti-Black racism. It outlines 13 actions from 2026 to 2027 to address anti-Black racism and support long-term change and cultural redress across:
- City policies
- Program development
- Public space planning
- Community collaboration

Black History Month and Emancipation Day proclamations
Black History Month
Each February, since 2011, the mayor has issued a proclamation recognizing and celebrating Black History Month.

Each August, the mayor officially recognizes August 1 as Emancipation Day.
About the City’s anti-Black racism artwork
In 2025, we commissioned graphic artist Yaimel López Zaldívar External website, opens in new tab to produce original artwork as a visual companion to our Anti-Black Racism and Cultural Redress Framework and ongoing priority initiatives.
Yaimel López Zaldívar is a Vancouver-based graphic artist whose bold, vibrant designs explore identity and culture.
Historical research reports
To deepen our understanding of the historical and current experiences of Black and African diaspora communities in Vancouver, we collaborated with Dr. Handel Kashope Wright. He is the Director of the Centre for Culture, Identity and Education at the University of British Columbia, and led the research and development of a series of thematic reports.
These reports were written by Dr. Handel Wright with support from graduate students Abena Somiah and Chineye Eze.
