By-law Fines and Towing Fees

The Parking Operations and Enforcement Branch is responsible for ensuring compliance of several City by-laws related to parking. By-Law No. 2952 (Portable Document PDF) covers the regulations associated with parking meters. The portions of Street and Traffic By-Law No. 2849 (Portable Document PDF)pertaining to stopping and parking on Vancouver’s streets and lanes are enforced by Parking Operations and Enforcement. Other responsibilities include the enforcement of Granville Mall parking By-Law #9272 ( Portable Document PDF)and a portion of the Motor Vehicle Noise and Emission Abatement By-Law No. 9344 (Portable Document PDF) that restricts idling.

By-law No. 10201 (Portable Document PDF) covers the new bylaw adjudication process regarding ticket disputes. Schedule A of By-law No. 10201 contains information on fine amounts, discount and full penalties with surcharge.

Noise and Emission Abatement: Idling For More Than 3 Minutes:

- Veh 10,000kg or less

- Veh Over 10,000kg

Towing Fees

Any vehicle that is in violation of any parking By-law may be impounded and will be towed when they are a safety hazard or an inconvenience to other motorists or pedestrians. The towing contractor for the City of Vancouver is Busters. The City’s impound lot for by-law offences is located at 425 Industrial Avenue (this is 2 blocks south and then 2 blocks east of the Main Street Skytrain Station). For information call 604-685-7246.

Towing fees are as follows:

  • Regular sized vehicles (cars, pick-ups, vans: GVW of 3,628 kg or less)
    $70.18 + GST
    • Plus a fuel surcharge to a maximum of 8.5%: $0 - $5.97
    • Plus a towing fee of $2.44 + GST per km will be charged for any tow over 6km.
    • Plus a fuel surcharge to a maximum of 8.5%: $0 - $0.21
  • Medium sized trucks and trailers (GVW of 3,629 to 7,257 kg)
    $75.82 + GST
    • Plus a fuel surcharge to a maximum of 8.5%: $0 - $6.44
    • Plus a towing fee of $2.83 + GST per km will be charged for any tow over 6km.
    • Plus a fuel surcharge to a maximum of 8.5%: $0 - $0.24
  • Heavy trucks and trailers (GVW of 7,258 kg and over)
    $163.00 + GST
    • Plus a fuel surcharge to a maximum of 8.5%: $0 - $13.86
    • Plus a towing fee of $7.40 + GST per km will be charged for any tow over 6km.
    • Plus a fuel surcharge to a maximum of 8.5%: $0 - $0.63
  • Motorcycles are charged the current ICBC towing rate.

Storage fee for vehicles:

  • $8.00 + GST the first day, or portion thereof, that the vehicle is impounded.
  • $8.00 + GST each day after the first day, or portion thereof, that the vehicle remains impounded.
