Revenue Services is temporarily located on the ground floor of the Development and Building Services Centre at 515 West 10th Avenue while renovations are in process at the City Hall location.
All West End permits are available at the market rate. If you're a proven long term resident or you live in a household with limited income, you may be eligible to apply at the non-market rate.

The temporary market rate permit can only be purchased in person, is renewable, and must be displayed on your dashboard to avoid ticketing.
Non-market legacy permit rate for current permit holders
You are eligible for the non-market legacy permit rate if you meet all the following criteria:
- Purchased a West End parking permit before September 1, 2017
- Continue to live in the West End permit zone
- Did not let your permit expire for more than 90 days
- Did not return your permit more than 90 days ago
If you get an additional vehicle, a permit will cost the market rate.
If you are eligible, you must apply within 90 days of May 31 of any given year to receive the non-market legacy rate.
If for any reason you let your non-market legacy rate permit lapse for more than 90 days, the market rate will apply. There are no exceptions.
Apply for the non-market legacy rate
To apply for the non-market legacy rate, have your current 7-digit permit number and credit card ready. The application is a timed session. You can find the 7-digit permit number below your licence plate, or on the permit receipt.
If you are having trouble applying online, check:
- Previous permit number (entered correctly, not expired more than 90 days)
- Address (have you moved?)
- Registration number (do you have a new car?)
- Licence plate (did you change your plates?)
If two or more of these application items have changed, you will have to apply in person with the updated ICBC documents.
Permits are non-transferable and any changes to address, vehicle or license plate must be kept up to date throughout the year.
Non-market exempt permit rate for residents in low-income households
In response to affordability concerns, residents in low-income households can apply for a permit at the non-market exempt rate. Apply online or in person with the required documents.

Low-income criteria
Non-market legacy rate for long-term residents who have never applied at the non-market rate
In March 2019, Council approved changes to the bylaw which allows long-term residents of the West End who never applied for a legacy permit before September 1, 2017, to apply for a non-market legacy rate permit.
You may be eligible for the non-market legacy permit rate if you meet all the following criteria:
- Have continuously lived in the West End since before September 1, 2017 (with no gaps)
- Continue to live in the West End permit zone
- Have never purchased a West End permit at the non-market legacy rate
If you purchase another vehicle at a later date, a permit will cost the market rate.
Apply in person with required documents
If you match all the above criteria, bring the required documents with you to apply for a permit at the non-market legacy rate at:

You'll also need to meet the requirements to obtain a parking permit.
We will require a series of non-personal mail [for example: a phone, cable, hydro bill, or credit card statement (letters from a friend or family member are not accepted)] that show your name and address in the West End on:
- One bill between June 1, 2017 and August 31, 2017
- One bill for each of 2018, 2019, 2020, 2021, 2022, and 2023
- One bill from April 2024
