Rupert and Renfrew Station Area Plan

The Rupert and Renfrew Station Area Plan (21.8 MB) and related Design and Development Guidelines (72.8 MB) will guide growth and change in the area around the Rupert and Renfrew SkyTrain stations through the year 2050.

The plan was developed with input from: 

  • The public through 43 open houses and workshops
  • 72 engagement events
  • Over 2,100 completed surveys

The xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh Úxwumixw (Squamish Nation), and səlilwətaɬ (Tsleil‑Waututh Nation) were involved throughout the process.

What the plan will do

  • Introduce more diverse and affordable housing options
  • Enhance walking, cycling, and transit connections
  • Protect and restore Still Creek 
  • Deliver more shops and services to support easy access to daily needs
  • Protect and preserve land for employment 
  • Expand public spaces and enhance social and cultural amenities

What's happeningUpcoming Public Hearing - January 13, 2026

Council will hold a Public Hearing on Tuesday, January 13, 2026, at 6pm to consider proposed by-law amendments to implement the Rupert and Renfrew Station Area Plan (21.8 MB). These updates will guide new housing, job space, and ecological improvements.

Registration to speak at the Public Hearing

The proposed amendments includes 4 key updates:

  • City-initiated rezoning of village and low-rise areas to allow for redevelopment options up to 6 storeys (and up to 8 storeys for sites within the Transit-Oriented Area delivering below-market rental or social housing). When it's approved, applicants can proceed directly to a development permit (no rezoning is required). Learn more by reviewing a map of eligible sites (8 MB)
  • Introducing a Groundwater Protection Area to make sure groundwater can continue to feed into Still Creek. New development within this area will need to limit underground parking.
  • Allowing taller industrial buildings within the Still Creek Floodplain to support job space and climate resilience.
  • Streamlining requirements for landscape setbacks for industrial buildings to support future job.
