

The Rupert and Renfrew Station Area Plan PDF file (21.8 MB) and related Design and Development Guidelines PDF file (72.8 MB) will guide growth and change in the area around the Rupert and Renfrew SkyTrain stations through the year 2050.
The plan was developed with input from:
- The public through 43 open houses and workshops
- 72 engagement events
- Over 2,100 completed surveys
The xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh Úxwumixw (Squamish Nation), and səlilwətaɬ (Tsleil‑Waututh Nation) were involved throughout the process.
What the plan will do
- Introduce more diverse and affordable housing options
- Enhance walking, cycling, and transit connections
- Protect and restore Still Creek
- Deliver more shops and services to support easy access to daily needs
- Protect and preserve land for employment
- Expand public spaces and enhance social and cultural amenities
What's happeningImplementation is underway
We’re updating bylaws and policies to reflect the objectives of the Rupert and Renfrew Station Area Plan PDF file (21.8 MB).
These include:
- Changing zoning for village and other low-rise areas to create a full range of development options, up to 6 storeys (additional height up to 8 storey may be achievable for sites with the Transit-Oriented Area (TOA) catchment for sites delivering social housing or below-market rental).
- We will rezone the orange area in the Rezoning City-Initiated rezoning areas map to a new R3-1 District Schedule. Applicants wishing to redevelopment a site in the new R3-1 District can proceed directly to development permit.
Information icon We anticipate that the R3-1 District will be in-place in early 2026.

- Introducing a Groundwater Protection Area to make sure groundwater can still reach Still Creek. Within this area, new developments must meet specific requirements.
- Allowing more flexible building heights for industrial buildings in the Still Creek Floodplain.
- Implementing policy changes to protect views.
A public hearing on some of these items is planned for fall 2025.
