The Rupert and Renfrew Station Area Plan PDF file (21.8 MB) and related Design and Development Guidelines PDF file (72.8 MB) will guide growth and change in the area around the Rupert and Renfrew SkyTrain stations through the year 2050.
The plan was developed with input from the public through:
- 43 open houses and workshops
- 72 engagement events
- Over 2,100 completed surveys
The xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh Úxwumixw (Squamish Nation), and səlilwətaɬ (Tsleil‑Waututh Nation) were involved throughout the process.

- Introduce more diverse and affordable housing options
- Enhance walking, cycling, and transit connections
- Protect and restore Still Creek
- Deliver more shops and services to support easy access to daily needs
- Protect and preserve land for employment
- Expand public spaces and enhance social and cultural amenities
What's happeningPlan implementation: By-law amendments
We are bringing forward City-initiated rezoning for new mixed-use multifamily buildings (commercial on the ground floor with residential above). This will create new housing and introduce opportunities for new shops and services in the area. The City-initiated changes will make it faster for these types of developments to be approved by the City.

New buildings over 6 storeys: Rezonings
Large redevelopments (generally over 6 storeys tall) in the Rupert and Renfrew Plan area will usually be required to go through a process called “rezoning”.
Rezonings involve a decision from Council for changing what’s currently allowed on a property, such as the type of building, its size, or how it’s used. The intent of the rezoning process is to make sure they're aligned with the requirements in the plan and other City documents. Learn more how rezoning works
