What's happeningCity Council approves pause to Transportation Demand Management (TDM) requirements
On December 10, 2025, City Council approved a temporary pause to the Transportation Demand Management (TDM) program.
- New rezoning and development permit applications received after December 10, 2025, will not be required to submit a TDM Plan.
- In-stream applications:
- On sites where Conditional Development Permit Approval has been issued, applicants will be expected to meet the terms and conditions of that approval.
- On sites that have not been issued Conditional Development Permit Approval, the applicant may choose to remove the TDM Plan requirement from their application.
- Projects that have a finalized TDM Agreement registered on title are still obligated to meet the terms of that agreement.
This temporary pause is expected to cut costs by up to $4,300 for each unit and streamline the permitting process.
