Steps to getting commercial sewer and water connection permits

Note You are required to apply for 2 permits: 1 for sewer and 1 for water.

  Step 1: Apply for a development permit 

  Make an initial development permit application with the Development and Building Services Centre.

  What you will receive

  As part of your development permit review, you will receive:

  • Comments from the Waterworks and Sewer Design branches indicating some initial site-specific feedback for servicing your lot
  • Instructions for your mechanical engineer to contact both the Sewer Design and Water and Sewer Design branches to apply for sewer and water connection permits (Note Proposed servicing applications with site plans and drawings must be submitted to each branch independently.)

  Note Each permit has its own separate application process. 

  Note On-going communication is common between your mechanical consultant and the Sewer Design and Water Design branches before deciding the location for your sewer and water connections.

  Step 2: Apply for a commercial sewer connection permit

  Requirements

  Your application requires: 

  • A site plan prepared by your mechanical consultant with proposed sewer service sizes and location
  • The gas service location document (typically labelled as a sketch or service list) from a BC One Call ticket

  Note Follow any additional instructions outlined in your development permit (DP) review letter (received as part of Step 1).

  Step 3: Apply for a commercial water connection permit

  Note The commercial water connection permit is a separate permit and process from your development, building, and plumbing permits.

  Requirements

  Water service connection and water metering designs must meet the requirements set out in the:

  • Waterworks By-Law 4848 PDF file (359 KB)
  • Engineering Design Manual and Standards PDF file (9 MB)

  Note To avoid servicing delays, have your mechanical engineer apply for a commercial water connection permit to confirm the water servicing details before getting a building permit.

  Step 4: Review what happens after you get your permits

  When your commercial sewer connection permit has been issued find out what happens next.

  Certification form

  You will receive a Certification Form for Public Sewer Connections PDF file (87 KB). It must be completed and submitted to the designer for acceptance before the offsite sewer service scheduling and installation.

  When this form has been approved, you will be receive the contact information from our sewer operations permit coordinator. They will assist you with scheduling your offsite sewer service connection installations.
