What you need to know

The Downtown Eastside Temporary Occupancy Permit Pilot (DTES TOPP) is a 2-year initiative starting in January 2026. The pilot helps fill vacant storefronts in the DTES through a simplified permit process, making it easier to test a business idea or operate a short-term pop-up.

What the pilot offers

Vacant spaces that meet the pilot criteria do not need a development permit. They can also access:

  • Temporary occupancy for up to 24 months, as long as the space meets the building life safety requirements (81.5 KB)
  • A free inspection to confirm whether the space meets the building life safety requirements and what changes are needed
  • A dedicated application stream with staff support throughout the process
  • The option to apply for permanent occupancy before the 24 months ends, which may require upgrades
