10-year housing targets (2024-2033)

Housing targets help align our processes, policies, and tools to make sure we are best positioned to deliver a diverse range of housing for new and existing residents.

Vancouver has had housing targets for over a decade. Housing targets define the type and amount of housing this is provided over a certain period of time. They guide policy-making, planning, and encourage developers and housing providers to create the housing needed to support a diverse and fair housing system.

These new targets build on recent housing accomplishments, acknowledge new economic realities, and meet new provincial legislative requirements.

Monitoring these targets helps us assess policies and set future priorities.

Our targets

Approved in June 2024, the new 10-year housing targets (2024-2033) build on the 2017 Housing Vancouver Strategy, the Vancouver Plan Housing Vision and the Provincial Housing Target Order. Together with the new 3-year action plan, the ambitious targets aim to provide a diverse range of housing types across all neighbourhoods to meet current and future demands.

Our new goal is to approve 83,000 new homes across Vancouver in the next 10 years:

  • 40% of new homes are family-sized housing
  • 75% of new homes are rental housing
  • 20% of new homes are below-market, including social, supportive, co-op, and developer-owned below-market rental housing
  • Increased of missing middle options, for example townhomes and multiplexes

Monitoring our progress

We track our housing targets through the Annual Progress Report, monitoring new housing by affordability, building type, and tenure from approval to completion. We also monitor the overall housing market.
